The Locked Payment Methods for WooCommerce plugin registers a few custom capabilities. If you know what you’re doing, you can use a plugin like AAM to grant these capabilities to other users with WP Admin access.
When the plugin is activated all of these capabilities are automatically assigned to the Administrator and Shop Manager roles. All users added later to these roles will share the same capabilities.
